Flickr's also trying to stimulate more video uploads with two additional incentives. Pro members will now be able to upload high definition videos that all members can watch in HD, and all members can submit their video art to the Flickr Clock pool to be included in Flickr's brand new timeline view that lets members see what's happening at different moments in time.

Members with free accounts will be able to upload two videos per month, while Pro members will continue to have unlimited uploads for videos 90 seconds or less, but with the added option to upload HD content.

We're happy to see Flickr ramp up their video offering, but we really like the addition of the flashy new Flickr Clock, which combines the uniqueness of Flickr's Interestingness with the purpose of creatively showcasing videos from the Flickr Community.

In the announcement on Yahoo's blog, Flickr's General Manager, Kakul Srivastava, says that "We want to see what the rest of the community has to share, so we are extending the ability to upload video to all of our members ... Video, like photos, is quickly moving beyond a means to simply preserve memories and into a social activity that allows people to communicate and connect. As more devices have the ability to capture both, we’re seeing Flickr members capture videos along with photos to share their view of the world."

That may be, but we think today's Flickr news is actually an indication that Flickr Video isn't living up to expectations — I know I've never uploaded a single video despite having a Pro account. Video competition comes in all shapes, sizes, and purposes, and Flickr's 90 second offering doesn't yet appear to be users' preferred method for sharing short-form videos online, and we have to wonder if giving non-paying members just two videos per month will change that.

Now that Flickr Video is for all members, and Pro members can upload HD content, are you more likely to upload and share your videos on Flickr? Let us know your thoughts in the comments.
