Weather whiplash in Texas as state goes from drought to flooding

Texas can't seem to catch a break in the precipitation department. They're either in drought, as they were for several years and the most recent several months, or they're flooding, as parts of the state did in May and are doing so again this weekend.

Heavy rains inundated areas from San Antonio to Dallas on Friday into Saturday, with the heaviest rain shifting to the coastal metropolis of Houston by Saturday evening. More than 18 inches of rain fell in Corsicana, Texas, on Friday and Saturday, where a Union Pacific freight train derailed due to a flash flood.

Houston is bracing for a dual threat -- coastal flooding at the time of high tide from onshore winds as well as heavy rains. The coastal flooding may make the city more difficult to drain at times, exacerbating the flood threat from a predicted 8 to 12 inches of rain.
