Starting Thursday, October 25th, Facebook will be rolling out what can best be described as a small security update to the notifications system due to some concerns over third party apps.

The change enacted by Facebook will show notifications to the user of what has been sent out to their friends, whether the action was performed by the user, or on the user's behalf by an application. The idea is to keep users better informed of the notifications they are sending out to their networks to address complaints about unscrupulous applications broadcasting massive amounts of unwanted messages. This new change to the platform will not require any changes to existing applications.
