There are currently an estimated 4.6 million Latino permanent residents living lawfully in the United States, all of whom are eligible for citizenship. But for many, the problems with the citizenship test isn't the background checks and the civics exams, it's the hundreds of dollars in fees that must be paid.

Latino citizens are becoming a significant group of voters in the country, making the path to citizenship a major factor in elections, both on the national and city levels.
