MapTools - This was probably the least readable chart of all the ones we tested, but it was still usable. Site also offers other graphs.

NCES Kids Zone - The NCES (National Center for Education Statistics) has a very robust chart generator that can do bar, X-Y, Pie and more. The steps are a bit lengthy, but when done, you get multiple choice for download, or the option to print. Very nice with a lovely finalized product. This one gets the highest recommendation.
