Turns out Donald Trump maybe can turn off the Internet if elected president

In a recent speech, presidential candidate Donald Trump declared that he would "close up" certain parts of the Internet to combat the Islamic State (ISIS). While it seems highly implausible that he could accomplish that anywhere else in the world, if elected, hypothetical President Trump could have the authority to do so right here in America.
