'Hunger Games' mystery victor poster revealed by Capitol Couture -- but why?

Why is Capitol Couture releasing artwork of past Hunger Games Victors, now, in the middle of the Revolution?

As the in-world lifestyle magazine of Panem, Capitol Couture has been covering the Capitol's lavish fashions since its launch in 2012. But in its final issue, timed to the release of The Hunger Games: Mockingjay -- Part 2, the magazine has expanded its editorial focus to cover the uprising happening throughout Panem.

To that end, the Capitol has released two new images of Porter Millicent Tripp of District 5, Victor in the 38th Hunger Games.

Mashable has learned that the Capitol will be releasing more images from their archives of the historic past games throughout the week. Exactly why the images are being made public -- and what they might mean for the citizens of Panem -- remains a mystery. A statement that accompanied the images from Capitol Couture says only this:

During this time of unrest the Capitol reminds us of past Victors of The Hunger Games and salutes their heroism.

The image of Tripp, presumably taken immediately after her victory, shows her sporting a halo neck brace. Her neck was broken in the final battle for the 38th Hunger Games, sources close to the situation tell Mashable, but little else is known at this time about the circumstances of her victory.
