It's not too late to say sorry, but sometimes an apology is too little too late.

Justin Bieber is catching heat for a guerrilla marketing campaign for his album Purpose, which included graffiti promoting his album in major cities. Because he's a badass.

Dennis Herrera, the elected City Attorney of San Francisco, was not charmed by Bieber's artistic vision and is cracking down on the remorseful singer and his label.

In addition to painting murals all over the globe revealing the album's track listing, Bieber's marketing team stenciled the album's release date on sidewalks.

In a letter to Universal Music Group and Def Jam Records, which released Purpose, Herrera vowed to “aggressively pursue all available penalties and costs from those responsible for lawless marketing tactics that intend to financially benefit Mr. Bieber and your respective companies."

Herrera continued with his concerns that Bieber is a bad role model for the city's youth.

This prohibited marketing practice illegally exploits our City’s walkable neighborhoods and robust tourism; intentionally creates visual distractions that pose risks to pedestrians on busy rights of way; and irresponsibly tells our youth that likeminded lawlessness and contempt for public property are condoned and encouraged by its beneficiaries—including Mr. Bieber and the record labels that produce and promote him.

Apparently, just like "Sorry" will not leave your head, Bieber's ads will not leave the pavement of San Francisco. The city has been spending money trying to wash the streets clean of Biebs.

Herrera's mission has at least one supporter:
