One person is dead and three others are seriously injured after a construction crane collapsed in Lower Manhattan near Wall Street on Friday morning around 8:30, officials said.

The person killed was sitting in his or her car when the crane fell down, they added, which was captured on video by an electrician in the area. The injured were hit by falling debris.

First responders had converged at the scene near West Broadway and Worth Street, NYC Emergency Management reported, and began immediately searching the cars for any entrapped victims.

In New York City on Friday morning, it was snowing with strong -- though not exceptionally strong -- winds at the time of the collapse. Winds at nearby La Guardia Airport were gusting to around 30 miles per hour from the north-northeast on Friday morning.

The city often experiences stronger winds than this, but it's possible that the wind was a factor if crane operators did not anticipate the conditions, and improperly aligned or failed to properly secure the crane in advance of the weather.

Workers were lowering the crane amid 20 mile per hours winds as a precaution when it came down, Mayor Bill de Blasio announced at a press conference held later Friday morning.

He ordered all other cranes be put into secure positions, despite the fact that winds in the city were not at a level where they are normally required to do so.

The crane, the mayor added, was inspected as recently as Thursday.

Subway trains are bypassing the area, and city officials have warned of serious traffic delays in the area. ConEdison turned off gas in surrounding buildings as a precaution.
