Orange is the new fruit to pretend you're eating.
An Orange Is the New Black fan caught Piper Chapman (played by Taylor Schilling) licking, but not actually consuming, an orange in the show's new season. The OITNB fandom is now charging Schilling for crimes against realistic television.

It's possible that it's an artistic choice -- maybe Piper was so interested in Morello's pen-pal boyfriends that she forgot how to chew. But it's more likely that it was just a hiccup in production.
Considering actors typically have to film multiple takes of any given shot, it is a rarity they actually eat on camera meals every single time. While spit buckets are often provided for actors to dispose of their food between takes, sometimes cheating shots can slip through.
For the record, though, there are plenty of partially-consumed oranges in the scene.
