Run or hide in a Paris-style attack, UK government advises

LONDON -- Run and insist others leave with you in the case of a gun attack, according to official guidance for businesses, which was mistakenly issued to the wider public on Wednesday.

If you can't run, hide. Silence your phone and if you can see the attacker, he or she may be able to see you, the document says.

"Developing Dynamic Lockdown Procedures" gives advice on how sites can restrict access in case of attack, train staff in emergency procedures and keep people informed of what's happening.

The advice is being issued more widely after the Paris attacks, in which at least 129 people were killed on Friday. An additional 352 people were injured, 99 critically.

The guidance was intended to be released later as part of a focus on antiterrorism procedures but it was erroneously released more widely, according to a National Police Chiefs' Council (NPCC) spokesperson.

A short film called “Stay Safe,” which explains the main messages, is mentioned in the document. It has been shown to businesses but the NPCC is unsure if it will be distributed more widely.

The government doesn't advise playing dead in an attack, like some survivors said they did as gunmen opened fire at the Bataclan concert hall in Paris.

The document also warns that officers responding to the incident may point guns at you, treat you firmly or be unable to distinguish you from the attackers.

The UK has announced more funding for intelligence agencies, the electronic eavesdropping centre at GCHQ and for special forces since the Paris attacks, but there are large budget cuts planned to police. Police chiefs could see cuts of at least 25%. The plans will be announced as part of a comprehensive spending review next Wednesday.
