I'm not even sure that it's worth reporting on every time that YouTube says its copyright protection technology is on the way. The tech was promised by the start of 2007, and it later transpired that Google had decided not to build its own technology, but just use the copyright filtering technology used by MySpace and others (Audible Magic).

Google CEO Eric Schmidt said that Claim Your Content is "very close" in comments made at the National Association of Broadcasters conference today. How close remains to be seen. Google's delays in rolling out the technology are a major part of of the Viacom-YouTube case, which Schmidt also took a playful jab at, saying: "Ah Viacom, you're either doing business with them or being sued by them...we chose the former, but ended up the latter."

Those who are concerned about copyrighted clips on YouTube are told to contact this 15 year old, whose takedown notices seem to be supremely effective. ;)
