Turns out, a minor wandering around a wild countryside, collecting weaponry and completing magical quests isn't exactly above board. Of course, any video game is likely to game some sort of illegal activity, whether it be Mario's willful destruction of property or Sonic's need for what is sure to be reckless driving speeds. Adding cops just throws the brakes on all the illicit fun you're supposed to be having.
