Tension still runs high in France's southern town of Nice after an attack in which 84 people were killed.

Thousands of people on Monday crowded the waterfront promenade where Mohamed Lahouiaej Bouhlel rammed a truck into the crowd during the Bastille Day celebrations.

After a minute's silence for the victims, the crowd sang the French national anthem and held their fists in the air.

As Prime Minister Manuel Valls laid a wreath for the victims, he was booed and jeered in criticism for France's security measures. Families of the dead and the injured, who had gathered on the Promenade des Anglais, shouted "Resign" as the ceremony came to an end.

In the wake of Nice attack, the French government called up thousands of police reserves to increase security around the country after critics accused President Francois Hollande of not doing enough despite the extended state of emergency.

In an open letter, regional council President Christian Estrosi - a member of France’s opposition Republicans - described the country’s current Socialist leadership as “incapable.” He said he had asked for police to be reinforced in Nice ahead of the fireworks display but was told there was no need.

Valls attended the service along with Philippe Pradal, Mayor of Nice, the regional president Christian Estrosi and the reigning prince of nearby Monaco, Prince Albert.

After the ceremony, a man shouted abuse toward a group of people, including a woman wearing a hijab. He shouted, "Go back where you came from."

A woman can be heard replying "I was born in France!" several times.

Earlier, people in Nice assembled around the spot where Bouhlel, the 31-year-old attacker, died and took turns to spit, throw rocks and garbage as a sign of contempt.

The Associated Press contributed reporting.
